The Implementation of Process Regulation in Occupational Health and Safety: A comparative Study of Policy and Practice

Richard Johnstone and Michael Quinlan

This ARC funded study examines the shift from specification to process and performance standards in OHS regulation, arguably one of the most significant changes to OHS legislation in Australia and internationally to occur in the last 50 years. Focusing on four Australian jurisdictions (Queensland, Tasmania, Victoria and Western Australia) the project traces the origins and impact of the changes using a variety of sources and research methods, including an examination of agency records and statistics, detailed interviews with past and present inspectoral staff and accompanying inspectors on routine visits to workplaces. The project is linked to a number of similar projects being undertaken or initiated by researchers in Sweden, France, the UK and Canada.
